Duluth built its downtown back into something people actually walk to, and the housing around it is mature. Custom work here is mostly rebuilding and reworking good bones on established lots rather than starting on bare ground.
An established street is an unforgiving place to build badly. Access is tighter, the neighbours are already there, and a new elevation has to sit comfortably next to houses that have been on that street for decades. We treat the streetscape as a design constraint, not an afterthought.
Very little raw land trades in Duluth. What does come up is a teardown or a house whose structure is worth keeping and whose layout is not. Both are worth doing here, because the location is doing a lot of the work — and both depend on an honest structural assessment before a budget means anything.
